Yes, the exp sucks. I think he's over encumbered with belts. Its a good idea. no one would farm on him for sure.

IMO, a fed jailed should be stripped of everything he had, after all, when you go to jail they take everything from you and you go in with barely your clothes on, if you have that much.
No over encumbrance for fed jail!

If we're going that route, you shouldn't be able to attack anyone in Fed Jail. If they're in jail how are you going to get to them for the attack?
