How do i add a friend again?

To add someone to your "Friend List"
Click "Explore" on the left hand side
Click on "People-Finder Search" Under City Hall
Type in the person's name or ID number
At the top, above the person's info, click the link "Add Enemy"
And there you go!
If that option is not available:
Click "Remove Friend" from that screen, then go back and you should have the "Add Enemy" button now.
