Everybody is fair game, I wouldnt think people would go for players that much lower, wasted energy if you ask me, not that much of xp and not worth as much credits as a higher or equal player...
But I agree, for next time, maybe make it so you have to attack players 60 or even 75% of your level for full reward.

And ones power level should come into play somewhat also. There are some old players my level who are way tough.

I think this contest sucks.
Every time I've tried to go to the battleground I can't stay alive long enough to even find someone else to attack.
Literally I'm in the hosp w/in 10 sec of every time I try and go.
I quit.

Exactly. From what Ive seen today there are 15 +/- or so people even playing in the last couple hours. So the big guns can sit in there all day and can afford to stim out and go back in every time they get hit. Also a high level will hit a lower level just to gain a hit for them or their side, regardless of what percentage they get.
In a PVP contest like this power levels need to come into play.

Why bro???SpaceBird put me in hosp 20 times today in the first 10 seconds when i travel to Battleground.Is a contest and must be fast to attack someone.
