how about automatically deleting gangs if they go more than 7 straight days of having less than 3 active members. AND, once a "3rd" member joins that gang, they must keep at least 3 members 7 consecutive days...or the gang is deleted.
perhaps make a "sliding rule", of the amount of time a gang can have less than 3 members..based on the age of the gang. the older the gang.. the longer they can go with less than 3 members.
also, I think gangs should be "declarable" with ANY amount of members.
