What does Availability Rating and Concealment Rating mean on items?
so according to that if i have an item with an availability rating of 15 its rare

Not entirely sure,
The system hasn't been fully incorporated into game mechanics yet ( I believe )
the ratings have been issued to each item type,
but how they actually affect gameplay hasn't been implemented yet
