I know it's been suggested before, but I think we should get xp for hideout attacks. Not a lot, anywhere from 1 to 20 depending on your level, but we should get something for the 100's ap spent per week.

Yes, I understand when you lose a war the AP spent is essentially a waste since you don't earn any gang points without PVP points...But look at it this way, you don't gain experience for losing a fight either so why should you gain experience for losing a war. So with that logic it kind of makes sense....
If you wanna earn experience with your AP then crime with it...

pick and choose your battles better
