It has been my understanding that player (gang members) activity is a major factor.

I think this is a very interesting question. I started the gang I am in when I was a level 9 I thnk. It was all low level players until we all leveled up. Now that we have 3 level 19's we have success. I don't really think we are anymore active now than we used to be.
From what I have heard activity is obviously a huge factror. I have also heard that attacking helps success. But from my experiences I think the levels of gang members is also a big factor. Just my guess though.

Activity and stats I believe are the major factor.
You could be lvl 30 all you want, if you never trained and still have 5 in all stats, you won't be of any good to rob a mall or a merchant. you will only slow down your gang, in my opinion.
