That is correct.

3 X E / difference in level, or combat level, as that is how XP and GP are figured
So a level 40 zerks a 20, spending 109 energy ( i think that is right). 109x3 is 327
we will just use their levels as their combat levels for the math calc.
327 / 2 = 163.5, rounded to 164.
that is a minimum of 164.
I will elaborate on this more though. The baseline should be 3, with the max being 6, as this attack uses 3x more energy as a hosp, if i am thinking correctly.
the AL server engine would randomly select an integer between 3.0, and 6.0
this would give said Zerk the ability to hosp someone for 164 mins to 327
This should work in the inverse as well, whenever it happens, as very rarely will it yield a large bonus, as few combat level XX players can take out someone that much above them in combat level.
some figures may be off as i don't know offhand how much energy you have at exactly which level.

I agree. I dont zerk much anymore b/c its a big waste of energy 2/3 of the time i bite off for more than i've zerked someone for... whoopee ding!
Umm give credit where credit is due... was not connie who thought this up:
Oops...my bad.
Edit: Great thought Duchbag!!

for someone my level the minimum zerk hosp time would be 155 minutes...i'd settle for that as a minimum...the higher your level the more energy you use and should be rewarded with the additional minutes....
Oops...my bad.

I know I'll probably get drek for my thoughts,
seems I'm one of the only people to disagree
(and post about it, instead of just voting)
granted, I don't do a ton of hosping,
could probably count on both hands the players I've hosped in 2 years of AL,
so it's not something that affects me too often,
but my thought is that the zerk hosp times are fine,
seem to be, and makes since that they're the same scale as a normal hosp attack.
I may be wrong,
but from what I understand the zerk option is there to give you added effectiveness in your attack, giving you a chance to beat someone that you would usually bite-off with, or struggle with quite a bit.
The full energy cost is for the added effectiveness in the actual attack,
not for any kind of bonus to thier hosp stay.
I can deffinately see how it'd be frustrating to spend all your energy on one attack, only to have the recipient land a good roll, and only end up in the hosp for a short time,
but unless it's a super tough opponent,
just stick to regular "Hospitalize Them"s , and only Zerk when it's a tough cookie and you need some extra pop, not to try and up a hosp stay time.

while you are completely correct, the cost really can't be seen in the outcome.
though i suppose if you have to zerk someone to win, you should probably not be wasting the extra energy on zerks, and probably should be hitting the gym
