Im no sure why but latley i have tried to attack a few people but the option doesnt show up it just says:

Send Mail or Send Cash

I have tried it on many people and it doesnt show for anyone.
Can someone tell me why?

Cause they are in a different district than you are in. You can only attack people that are in the same district as you are. So if you travel to industrial district and they are still in downtown, it won't give you an option to attack
