around what rating of int does it need?

not gospel, since I can't do it, but I think around lv 7- but that's for higher lv players. Depends a lot on your level and intel level- at lower levels, you'd probably want 8 or 9.

Mine's only 3

definitely depends on your level, when you get up to higher levels (20+) you really only need about 5 or 6.
