How about... giving people the chance to buy lottery tickets?
Prices would be based on level, possibly 50*level, and you can buy as many tickets as you want. Lower levels obviously have less money, so they need cheaper tickets, and still can't afford to buy as many- whereas the top players with plenty cash can afford to buy more, therefore putting more in the pot.
All the cash from tickets would go into the lottery fund, which would be displayed at the area you buy tickets- maybe if it's successful, Zen could put in a little pot to start it off, 10/20k or so, or possibly some credits for every 50/100k that gets put in- maybe a bonus on christmas too.
Lottery could be drawn every day, or once every week, depending on how many enter- when you buy a ticket, you're given a number. Then when the lottery's drawn, a number is announced- you check it against yours, and have the rest of the day to claim it. If you don't claim it, the money rolls over to the next day/week, whatever.
