why is that when im lvl 16, i can attack 3 people with a full bar, but on lvl 17 i can only attack 2, and have to wait another 5 minutes to get the 3rd one in?

That is just the way it is. At some levels you can do 3 jail busts too, and others you can only do 2.

i demand a probe to look into this matter as i feel i have been denied my rights as an AL citizen.
