I don't recall when it let me take this but what energy/level do you need to get this started?
I can't be 100% on this, but I believe it was Character lvl 20 (associated energy), to be able to begin
level 24 with level 24 full energy.

^^deffinately able before this, I finished PE 400, and all my classes, months ago, just made 25 recently, deffinately 20, if not 19

It's level 20 IIRC. I asked Zenith awhile back if she could implement the energy required to start a course for each class. Never really got an answer that I can remember lol.
It is level 20 and takes full EP (50). Trust me, I just started it two or so weeks ago.
