Titanium Sohei Ono Axe get's me to the low 40's .
My electric axe regularly hits in the high 40s to middle 50s. Though that is with a level 3 Military Assault skill.

It's been addressed before it usually goes back to the randomness factor. I.e. you sneezed when you pulled the trigger, or you tripped when you were running to hit the hideout.
