but yeah for more skills to consume more energy
Perhaps 40000 gang points to get a gang gym. 5% better trains.
80000 gang points to get an upgraded gang gym 10% better trains.
50000 gang points to get a sauna. +1 energy refresh per turn.

crime succes rate. with a cap at 10 %
I don't really care for it..Already spent all this time working on the other skills..Now, while I'm working on those skills, anyone can cancel them out pretty quick, since the bottle-neck affect is in place..
Crime intelligence room for the hideout.30000 gang points and 15% better success rate with crimes and jail busts

So people could further choose how they want to develop their character beyond the basic level/stats combo.

The defensive skills will not cancel the offensive skills. Just like getting new armor does not cancel out a new gun. Not to mention people can now choose what they want to focus on, defensive, offensive or maybe a little of both. If you already have a 3 or 4 of an offensive skill, and you continue to train that offensive skill, no one training a defensive skill can catch you, even with the "bottle-neck affect."
