Fortification can also mean to add an element to make something better.
In this case to make attacks better.
to clear that up: "this knowledge skill helps improve your repairing abilities."
Construction Career Ability Repair Description
This special provides defense rating points up to 10 times your construction rating up to the hideout max.
To my knowledge, the military fortification skill stacks to the repair ability of the hideout. You should be able to get more repair done with higher skill rank.
Military Fortification increases your ability to repair.
Military Assault increase damage delt to a hideout.
Does nothing to effect carrer ability.
