Not to mention that info is very wrong, an extra 100 happiness will give you more than a 2.5% gain.

when is the last time the cost fluctuated?

If I remember correctly it was about a year ago?
I was just getting ready to buy a new house and the price went up a bit.

I'm pretty sure I was told that they don't fluctuate any more. So that last time you got robbed by it changing was in fact THE last time it will be changed.
