Just to add a RL perspective to this...if I failed a test once, wouldn't I actually be able to do better on the next one because I know what to expect? It's like in the U.S. when I took the ACT years ago. I got a 25 on the first, never studied anymore for it, but took it a second time and got a 28, then a 31. Did I really get smarter? No...I just knew how to prepare and what to expect.

true.....but from what i understand, thats bc you never had a B or C. you were in the "special" classes, rode the short bus, and got pulled out of school, bc no-one could keep even the smallest of bullies from slapping you around and taking your lunch money.
Think of the alternative way. You gain ranks only when you reach 100% like most other things in the game.
