So, anyone can buy a car. The car will give you a small bump in happiness. It will require gas and repairs (like recharging your armor shielding). After completeing the driver's ed course, you travel for free (well, you still have to pay for gas), get to commit car related crimes (running guns and drugs, drive-by's, etc.) and have a drive-by option for pvp and gang war (ranged weapon only). Sounds good. Instead of a "driving" stat, i think it shouold be a combo of dex and int.
Or make different cars use different stats to reflect the different driving styles you would in them
