I have a level 3 experience and was at 81 power towards level 4.

I did a few crimes and my stat has decreased to lvl 3 with a power bar of 14 or so.

Is this normal? loss of experience for going to jail?

Ya, if you fail a crime AND go to jail, you lose experience. It depends on how badly you failed.
