Would keep a gang viable if the Prez was gone for an extended period.
i don't know how hard it would be to make possible, but what if the prez had the option to choose how much control the vice would have in each individual gang? Just an idea.
But anyway, I say yes to the vice starting wars.

pretty sure Zen said she was adding an option for presidents to actually decide what options the VP could do up to and including all pres options.... and this would allow for all controlls if the president wished. I am sure these changes to be put in place and tested would take a while with all other coding changes.
This would be extremely helpful.
