The new system sounds good but how about a few more modifications.

Two ideas
1. The gang hideout could have weapons and a perimiter defense bought for them.Lets say a Small mortar weapon that takes 7 AP to use but does between 30/50 damage per turn.Or a large mortar that takes 10 AP and does 40/60 damage per turn.This way a 4 member gang of level 6/10 can hit harder during the wars with thier AP'S.

As for perimiter you could have say barbed wire fence.This means when its PVP battle the attacker would have to first negotiate the fence to enter the hideout and attack the player.He would lose say 100 health doing this giving the defenders a chance.

2.When a gang declares on another they are out of thier teritory.So will have little in the way of walls etc to hide behind whilst being shot at.How about (as what happens when your in jail but to AP'S) the attackers lose 30 health every 1 minute they are at war?The defenders lose 15 health as the have a hideout to hide in?As we are moving to PVP battles this would add to the excitement.

I like the mortar and fence thing though.. Biggrin and that last thing sounds cool two with a few minor tweakings. makes the game more realistic, in a real war, the defenders should always have the upper hand right? they should have terrain, walls and stuff to their advantage.
