What do I gain from attacking people? I have attacked and I gain no experience and more times than none, I end up in jail.
if you defeat them you gain exp. If you are ending up in jail or the hospital try lower level people that are offline. I found good exp people in federal jail that I could attack.
Do I leave them, mug them, or hospitalize them? Which is best for exp?
Leave or Mug gives you exp. Hospitalize gives you nothing at all.
Leave is the best for EXP, Mug is aimed at robbing their on hand money, Hospitalise is aiming to take them out of the game for an hour or 3.

Just wait until you're levels 8+. Your experience attacking people significantly increases.
