Those are the point conversion rates at lvl 2. They seem the same to me.
This, and the welfare bum crackheads across the street make me think that working is for chumps. I busted my ass to get to lvl 2 and get nothing to show for it? Plus I have to work twice as long to get to the next lvl.

conversion rates stay the same all throughout the careers, its the points per hour that is supposed to increase.
no new bonuses at level 2, just supposedly increased stat gains and a 1$ per hour raise. level 2 is worthless. i hope to god level 3 is worth something.

lvl 3 in the military DOES brings a special ability!
Ranged Accuracy Bonus: A soldier can attempt to improve the damage dealt in his next ranged weapon attack by up to 10%.
Cost: 6 career points.
Its not much I guess, but its something!

Believe me, it has the potential to be a lot better than "not much".
