Buy the house and find out. You can always sell it for END if you're not happy with the results.

These numbers are from my experience... can't say they are 100% accurate
The 150 happiness boost from the house is worth roughly 15% extra Dev points on a full train...
Not certain about 12 to 17 endurance... In the lower endurance ranges each point of end has been worth roughly 2-3% in my experience. IT might be worth more in the higher ranges.
I would say a toss up, but if you need to make a single large purchase now and incremental increases later, the house makes more sense...
