You need a scientist, they are the ones who can stim Borgs.

But can they only stim human players, as well as cyborgs?
I must have turned cyborg w/ this last surgery.

Any scientist over career level 2 can stim ANY player after a Borg surgery, (human or Borg) except themselves.
