Instead of having requirements to wield the weapons they become what you need to handle the weapon properly. If you don't meet the requirements than you are slower to hit your opponent and have a possibility of hurting yourself.

Would make sense since your stats being higher than the weapons requirements improves its effectiveness.

I do believe, if you just make the basic requirements of a weapon, you are the weakest you can be with the weapon.

As your stats are worked, you get stronger and stronger with your weapon.
