Ok, a question.

If I get promoted to level two of a job, and want to go find out the requirements for another job I have to quit the current job to find out.

If I am currently at the second rank in that job and quit.. and then rejoin it, can I get promoted back to second level at that same time?

You can quit, rejoin and get promoted at almost any time. I would not quit around payment time for the job (between 5-6pm game time), because if you did quit at the wrong time, you might not have a joy when the checks are being handed out.
