The multiple NPC attacks, did this not get carried over to the new combat code?

I thought the multiple NPC attacks came only with the new combat code, but were disabled due to too much xp?
It wasn't so much to much xp, it was say for example someone really strong like pun or cheetah getting mucho mucho xp for beating one strong npc and then pretty boy and col Vincent.
