did the jail bust code change or does it have to do with lvl?

im pretty sure i used to be able to bust people out with 23 ap but i cant anymore. even if they under 30 mins in.

makes no cents, a crime that can put me in for over 200 mins but i cant bust peeps under 30 mins out??

busts require more AP the higher your level is.
