The real question here is the weapon: I thought that she was shotgun? I recall her having 12+ in Shotty skill?
she's always been able too, just sits up in the admin only district all the time. she's probably testing out some new stuff

She can also modify her skills, give herself infinite amount of credits, or any stat. Hell she can even design her own damn admin weapon, what do you expect?
