In answer to the initial question....I would first argue that there is a big difference between newbies and noobs as defined here:

That said, I would be inclined to cease regarding someone as a newbie in AL after they've been arround for 3 to 6 months solid. ^^

That being said, in the forums, it is when you are social accepted, regardless of being like or hated, in the forums.
This game is 20% game and 80% forums for the majority of the players in here.

I figure if someone is past level 20 and can form a coherent sentence without interjecting references to genitalia that it's safe to assume they're not a noob.
On the other hand, I am proved wrong daily on the forums.
