I'm not quite sure how to enable the time-sync service in Windows since I haven't used it in ages, but you should be able to sync your clock with a time server by merely clicking a checkbox when you double-click your clock and select the appropriate tab. Make sure that's enabled. Our server is synced in a similar fashion, so it should set the time to as close as it can get.

time.nist.com
