being as you cant declare war on a gang with only 1 or 2 players,

perhaps those gangs should be subject to an "inactive tax"

for example, these gangs that are ineligible for attack will lose 1 respect point per 24 hours (or 48 hours, or whatever).

just a thought.

I like this idea

sounds good to me.

And maybe remove them from the list when every member hits the 15 days offline, just like the user list.

There's some pretty old and inactive gangs in there.
